Howard White appointed as Campbell Collaboration CEO

The Campbell Collaboration is pleased to announce the appointment of Howard White as Campbell’s new Chief Executive Officer. Howard will take up the position in September.

Howard was the founding Executive Director of the International Initiative for Impact Evaluation (3ie). Under his leadership, 3ie became a well-known and well-respected voice for evidence-informed policy in international development. 3ie was a key agency in introducing systematic reviews to development, for which Howard turned to the Campbell Collaboration for assistance. That relationship led to the creation of the International Development Coordinating Group (IDCG), of which Howard was a founding co-Chair. He has been co-Chair of Campbell’s Steering Group since January this year.

Before starting 3ie, Howard led the impact evaluation programme of the World Bank’s Independent Evaluation Group. Prior to that he was an academic at the Institute of Social Studies, The Hague, and Institute of Development Studies, University of Sussex. His academic work engaged the research-policy frontier, seeking to bring rigorous evidence to discussions of aid effectiveness, macroeconomic policy reform, and poverty reduction.

Howard has made important contributions to program evaluation, policy research, and research synthesis. His focus on combining credible counterfactuals with causal chain analysis has made him a vocal proponent for mixed methods.

Howard said, “I am very excited about taking up this position. I have always believed that producing quality research is one of the most important tasks in making the world a better place for the world’s poor. There is increasing recognition that single studies can and should not be relied upon to inform policy. So Campbell is poised to become a, if not the, central agency supporting studies informing policy debates across the world.  I look forward to the organizational challenges in taking Campbell to a scale to achieve the vision for which it was created. I look forward to the intellectual challenges of pushing the quality and relevance of Campbell reviews into new areas. And I look forward to the most important challenge of all of engaging policy makers and practitioners with the evidence from systematic reviews”.
